This is incorrect. Dark Depths does say "enters the battlefield." Any older cards that used "comes into play" have received errata to become "enters the battlefield," so the two phrases have the same meaning.

A counter is not the same thing as a permanent. A permanent is any object that's on the battlefield. But counters aren't a kind of object, and so aren't permanents.
If you use Synod Sanctum to exile Dark Depths, the game will see Dark Depths as having had ten ice counters on it when it was last on the battlefield, and so its ability will not trigger. Even if it did, you would not be able to sacrifice it since it is no longer on the battlefield for you to sacrifice.
If you then return Dark Depths to the battlefield with Synod Sanctum's second ability, it will enter the battlefield with its ten ice counters.

No. Always go by the Oracle text of a card. Dark Depths now reads "~ enters the battlefield with ..." which is (and always has been even with the old wording) a replacement effect. Synod Sanctum is unable to cheat Marit Lage into play.

No, the counters stay even if you turn DD into a Mountain. And since replacement effects are taken into account before a permanent enters the battlefield, DD will enter with counters even with Blood Moon or Magus of the Moon out.

So, is the fastest way to remove counters from Dark Depths only the Urza's Power Plant, Urza's Tower and Urza's Mine in play? What about casting Blood Moon on Dark Depths? Will turning Dark Depths into a basic mountain remove the counters? Thanks!
The fastest way to get Marit Lage is Vampire Hexmage, which in conjunction with Urborg, Tomb of Yawgmoth is a well known turn 2 combo.
