I have a question. If I want to use Send to Sleep to prevent damage of 2 creatures my opponent has (assuming has has 3 or 4), can I wait until after he declares attackers to do so? Or do I necessarily have to cast it BEFORE he declare attackers (assuming I want no damage from them, of course)?
Also (if the answer is that I need to play it before declaring attackers) many players seems to just skip declaring combat phase to just tapping their creatures. In that case, is it ok for me to ask them to untap them so I can play the spell?
You have to do so before any creatures are declared as attackers, so in the beginning of combat step at the latest, without knowing which if any creatures your opponent wants to attack with.
Your opponent cannot rush through to attackers declaration. If he does without giving you the opportunity before that, you have the right to rewind the game. In that case, your opponent is not beound by any attacker declarations he previously made.
You need to cast Send to Sleep in the beginning of combat step, before the declare attackers step, at the latest in order to prevent those creatures from attacking. But yes, if they rush and just tap their creatures without declaring that they are going to combat beforehand, yes you can have them go back in time to the beginning of combat step to be able to cast it.

I'm a former judge (lapsed), who keeps up to date on rules and policy. Keep in mind that judges' answers aren't necessarily more valid than those of people who aren't judges; what matters is we can quote the rules to back up our answers. When in doubt, ask for such quotes.
