Are silver bordered Un cards considered magic cards? At the shop today someone claimed that under the official rules definition of a magic card, magic cards are defined as only having white or black borders, meaning the un cards do not count as a magic cards, and that because of this rule he could have Paper Tiger and such in his deck box during a deck check at competitive REL. Are either of these claims correct?
That is correct. Only white and black-bordered cards are tournament legal so it is okay to have gold or silverbordered in your deck box. The only exception of the un-cards are the basic lands. Unhinged and Unclued basics are allowed to play in a tournament.
Can you cite a rules document either way? A judge on the channel literally just told me that they are considered magic cards since the official rules state nothing about the color of a cards border whatsoever, and would not be allowed in the deck box regardless of the color of their border since they are neither cards on the decklist, nor tokens.
The rule says only Magic cards are cards and tokens aren't cards, but says nothing about borders' colors.
However, it is legal to have them in a deck box. No rule directly says "you can't have extra cards in your deck box". The reason they are generally forbidden is this section from IPG:
if there are extra cards stored with the sideboard that could conceivably be played in the player’s deck, they will be considered a part of the sideboard unless they are:
Promotional cards that have been handed out as part of the tournament.
Double-faced cards represented by checklist cards in the deck.
Double-faced cards being used to represent the ‘night’ side of cards in the deck.
As silver bordered cards could not conceivably be played in your deck, there is no reason for penalty.

If you're looking for the "official rules" when it comes to Un-cards, I suggest you ask Mark Rosewater directly. He's the official rules lawyer when it comes to the silver-bordered. This of course doesn't apply to anything DCI-sanctioned.
