Depends on how you are making the copy and what you are doing with it.
IF you twincast the Magmatic insight you just create a copy of the spell on the stack with out casting it so you don't have to pay any oft the costs.
IF you have put the magmatic insight on a panoptic mirror or similar you create a copy of the card and then cast it so you would still have to discard a card even if the method allows you to cast it with out paying its mana cost as that does not give a discount on any additional costs there might be.

Most copy effects are the first type Kahedron mentioned, including Pyromancer's Goggles. You won't have to pay any costs for the copy because you're not casting it.
The key thing to look for is whether the card says it copies a spell, or that it copies a card and directs you to cast the copy of the card (typically, without paying its mana cost.) Panoptic Mirror, Spellweaver Helix, and Mizzix's Mastery are all examples of the latter type. If you're casting the copy, you pay additional costs. If it simply copies a spell, the copy of the spell is created directly on the stack without going through the casting process, and you don't pay additional costs.

Okay, I now understand the distinction.
If a spell is copied in the 2nd instance (copy placed into the stack) and I can't pay the extra costs, does the spell fizzle? In Magmatic Insight's case, if I were to not have a land in hand, do I have to reveal my hand to all players to show that I can't pay for Magmatic Insight's copy? What about Fumarole and having less than 3 life? What happens there? Do these instances fizzle out? Does something else happen entirely?
