--- P.S. HOLY CRAP, 1 Circu + 2 Grimoire Thiefs + 2 Memory Sluice with Conspire make 32 cards mill for TWO MANA.
If you run 1 Circu, 4 Memory Sluice and 4 Grimoire Thiefs, it would make 16 + 8 + 16 + 12 = 52 cards for 4 mana.
The cards exiled are done so without a duration so remain exiled indefinitely.

If you have multiple triggers that are waiting to go on the stack (say because you cast a blue spell with convoke and tapped a Grimoire Thief instead of paying U), then you choose the relative order they are put on the stack above the spell.
To clear it out: do I choose the trigger order, not follow the way it is put on the stack? Sorry, not a native English speaker.

The cards are gone forever, but Circu has to be around to stop your opponent from casting any other spells with those names.

Abilities that trigger when you "play" or "cast" an spell trigger when you perform all the actions to have the spell be considered cast (putting it on the stack, choosing targets if any, paying its cost).
So, Circu's abilities will always go to the stack while the spell is already there, and they will always resolve before said spell.

Technically Thief's ability triggers before Circu's (as the thief is tapped while you're paying the spell's cost, with the spell being considered cast after you're done paying), but your first chance to put the triggers on the stack is at the same time, so you can order the five triggers (one from Conspire, two from Circu, one from each Thief) in any order you want.

4: Tap Grimoire thiefs to trigger Memory Sluice's Conspire ability

Tapping two creatures for Conspire is not part of the trigger, it is an additional cost you pay at the same time you pay for the spell itself, and doing so is what causes Conspire to trigger.

In the end, your opponent will lose 16 cards, with the first 2 exiled by Circu (so your opponent can't cast spells with the same name as them), the next 4 will just go to the graveyard, the 3 after those will be exiled by one Thief (so you can counter one with the same name as one of them, just once), the next 3 by the second Thief, and the next 4 on the graveyard.
In most cases the order you put the triggers will not be very relevant as the cards are essentially random, but if your opponent has recently Scry'd or something like that you may want to consider if you want Circu's or Thief's effect applying to the ones on top.

No, exiling the cards is an one-shot action. Once exiled, they stay on exile unless some other effect retrieves it. If it were static, it would have a duration - it would need to say "exile the card until Circu leaves the battlefield" or something like that.
What is static is Circu's last ability, so once Circu leaves the battlefield the opponent can start casting spells with the same name as those exiled cards.

A spell's color doesn't change based on how you pay to cast it. Memory Sluice is always blue and black, even if you pay only blue mana to cast it, for the same reason casting Archive Trap for its 'trap' cost doesn't make it colorless.

That is correct. Once Circu leaves play, the exiled cards are no longer banned. A new Circu will only track cards exiled from it's own ability, not cards exiled from earlier instances of him.
