Just to confirm something: as the text on Dragonlord Silumgar doesn't say "untap that creature", does it mean that if I take control of a tapped creature it stays tapped until my next untap phase?

Not the same. A creature has Summoning Sickness if you, its current controller, hasn't controlled it continuously since your most recent turn began.
That means it doesn't matter if the creature you take with Silumgar still had sickness or not. It will be summon sick because you are just now gaining control of it, and it will stop being sick when your next turn begins and you still control it.
Only creatures are affected by "summoning sickness". If you gain control of an opponent's planeswalker, you'll be able to activate one of the loyalty abilities once it's under your control.
