Can I pair Lighning Mauler (Soulbound - As
long as he is paired with another creature
both creatures have haste) with a creature
that already has haste to simply give Lightning
Mauler haste? I have some creatures that have
haste and some that don't.

As long as that other creature is another unpaired creature you control, yes.
702.94. Soulbond
702.94a Soulbond is a keyword that represents two triggered abilities. “Soulbond” means “When
this creature enters the battlefield, if you control both this creature and another creature and both
are unpaired, you may pair this creature with another unpaired creature you control for as long
as both remain creatures on the battlefield under your control” and “Whenever another creature
enters the battlefield under your control, if you control both that creature and this one and both
are unpaired, you may pair that creature with this creature for as long as both remain creatures
on the battlefield under your control.”

Why bother with mere rulings when so many answers can be found in the Rules?
I played Lightening Mauler and paired him with Spike Jester
which gave Lightning Mauler haste. Then on the next
turn I place two 1/1 goblins through a sorcery. Could
I right then switch Lightning Mauler to one of the
goblins to give it haste?

No, because neither part of soulbond will trigger.

Not easily.
No, because neither part of soulbond will trigger.
