Hypothetical question, if someone kills my Scion of the Ur-Dragon with a spell, lets say Dreadbore for example. If I use Scion's ability to turn him into Ryusei, the Falling Star in response to the Dreadbore, do I get the death trigger from Ryusei?
Yes. With Dreadbore on the stack, you can activate Scion and make him into a copy of Ryusei. By the time the Dreadbore resolves and destroys the creature, it will be Scion copying Ryusei, and the game will see a Ryusei dying and put the dies trigger from Ryusei on the stack.
W may only be paid with white mana. U may only be paid with blue mana. B may only be paid with black mana. R may only be paid with red mana. G may only be paid with green mana. C may only be paid with colorless mana. 1 may be paid with white, blue, black, red, green, or clolorless mana.
What happens if Scion of the Ur-Dragon is my commander in that same situation? Would I have to let Scion go to the graveyard to get the Ryusei trigger?
Yes. If you choose to put the commander in the Command Zone, you are applying a replacement effect. That means instead of dying, he is going to the Command Zone, which means the event that triggers Ryusei's ability never actually happens. In order to get Ryusei's trigger it actually has to go from the battlefield to the graveyard.
