Either way I see no good reason as to why I shouldn't just use Red Elemental Blast and Blue Elemental Blast in my paper pauper decks: they cost less and they are stronger--the only thing REB and BEB don't have is nice art.
Both Pyroblast and Hydroblast are modal, so they only have to target Standard Bearer (on the battlefield) or another Flagbearer permanent if their second modes are used ("destroy target permanent if it's [blue/red]."), since the second mode can target any permanent; on the other hand, the first mode only targets spells, so if they are used to counter spells they don't have to target Standard Bearer (that is, the spell countering mode can be chosen and a spell selected as the target).

REB and BEB are almost identical to the blasts, the only difference is the the blasts can target any spell or permanent (not having an effect on ones of the wrong color.)
