Say I go to cast Storm Herd and I have no white sources untapped. First, can I do that? My understanding is yes (but I am more than confused by it). If I can't attempt to cast it without two white sources, let's say I have two white sources, but no enough mana to cast the spell. So then, if I can't actually cast it, things get reversed or revert or something. So then I read somewhere (in the Gatherer comments for Selvala, Explorer Return, I believe) that if you can't cast the spell, it returns to the zone you were casting it from and you untap all the mana sources you tried to tap to pay for the spell, remove the mana from your mana pool and that this untaps Selvala, but everyone keeps their card they drew from the Parley... and that this allows one to continuously tap Selvala and deck everyone. Is this correct, an if so, how exactly does it work within the rules?
I don't know what the full scenario is, but if by "reversed" you mean you could not finish paying for the spell and reverse it pursuant to 717.1, you cannot reverse Selvala's mana ability.
717.1. If a player takes an illegal action or starts to take an action but can’t legally complete it, the entire action is reversed and any payments already made are canceled. No abilities trigger and no effects apply as a result of an undone action. If the action was casting a spell, the spell returns to the zone it came from. The player may also reverse any legal mana abilities activated while making the illegal play, unless mana from them or from any triggered mana abilities they triggered was spent on another mana ability that wasn’t reversed. Players may not reverse actions that moved cards to a library, moved cards from a library to any zone other than the stack, caused a library to be shuffled, or caused cards from a library to be revealed.

Okay, so her ability can't be reversed because it not only added mana to my mana pool, but also revealed a card from the library and move a card from the library to a zone other than the stack. What if I tapped a Llanowar Elves to try and cast the spell. I could untap them and remove the G from my mana pool?
Yes. All mana abilities except those that interact with libraries in the specified ways can be reversed if you declare a spell you can't actually cast.
Also, casting a spell that you cannot pay for (and end up reversing actions) is illegal. At Competitive REL, this will earn you a Warning if it's accidental. If you are doing this purposefully, it could be Cheating which will earn you a DQ at any REL.
