Yes they are. The Angel causes them to skip their next combat phase, not all of the combat phases on their next turn. They'll skip one combat phase due to the Angel's effect, but not the other combat phase.

Yes, they would be able to attack during the second combat phase, because Blinding Angel only forces them to skip their next Combat phase, not "all Combat phases during their next turn".
