I have a Pyromancer Ascension in play, in my graveyard is a Treasure Cruise. If I cast a Treasure Cruise from my hand, using Delve and exiling the Cruise in my graveyard, will the Ascension trigger or not?

A spell is considered "cast", and relevant abilities trigger, only after the spell has been put on the stack, modes/targets/X is chosen, and costs are paid.
At the time any "when this spell is cast" abilities would trigger, the cards Delved are already in exile, so the condition for triggering Pyromancer Ascension is not met.

Went to a new shop from a friend's recommendation, DQ'ed for willful violation of CR 100.6b.

A spell is not considered cast until all steps of casting it are complete. Paying the cost of a spell (such as using Delve)is the last step of casting a spell. So, when Pyromancer Ascension checks for the trigger, the Cruise in your graveyard has already been exiled.
