I know that Jeskai Ascendency has text that reads it only triggers on noncreature spells. However, Ornithopter is both a creature and a noncreature spell (artifact). Can someone explain why it is that in a different post somebody said the casting of Ornithopter did not trigger Ascendency?
It can not be a creature and a non-creature spell. A creature spell is any spell that has the type creature, regardless of other types it may also have. A non-creature spell is a spell that does not have creature as one of it's types.
Whenever you see a term "non-<quality>", it means that it is looking for an object that does not contain the given quality, not an object that contains any quality other than the given one.
Some other examples: Doom Blade cannot be used on a Lotleth Troll, as that creature is Black *in addition* to being a color other than black. Maelstrom Pulse cannot be cast on Gaea's Revenge, as Maelstrom Pulse is Green *in addition* to being a color other than green. Terastadon's ability cannot be used on Yotian Soldier, as it is a Creature *in addition* to being a permanent type other than creature.
So we're looking for
object does not contain quality
and not
object contains !quality

Maelstrom Pulse cannot be cast on Gaea's Revenge, as Maelstrom Pulse is Green *in addition* to being a color other than green.
I think there was a mistake here, but the reasoning is correct. Maelstrom Pulse can be cast on a Gaea's Revenge - Maelstrom Pulse is black, but it is also green. Because it's green, it's not "nongreen", and therefore, the targeting restriction on Gaea's Revenge does not apply.

Went to a new shop from a friend's recommendation, DQ'ed for willful violation of CR 100.6b.

I think you mean "can be cast" here - Pulse is green, so the ability does not apply.
