Let's say I'm in a four player game and I cast Tempt With Glory. Each opponent decides to add counters to their creatures. Do I add 3 counters one time, or 1 counter three times?

There are two instructions to "put" +1/+1 counters on your creatures on Tempt with Glory. I believe Hardened Scales adds one counter for each of those, so you first put 2 counters on everything, then put four (three opponents plus one). You'll get a total of 6 counters.
You'll put a +1/+1 counter on each creature you control three times. The Gatherer rulings entry for Tempt with Glory helps clarify this:
10/17/2013: After each opponent has decided, the effect happens simultaneously for each one who accepted the offer. Then, the effect happens again for you a number of times equal to the number of opponents who accepted.
So, with 3 opponents choosing to put a +1/+1 counter on each creature you control, Tempt with Glory will end up placing 8 +1/+1 counters on each of your creatures (2 for the first instruction, then 2 more, 2 more, and 2 more).
Edit - I will say that my answer is entirely based on the Gatherer ruling's wording, which I understand is quite a flimsy foothold. I was hoping that our resident Wizards NetRep might be able to shed some light on this. Holding on for more insight!

I think if it was worded "Put X +1/+1 counters on each creature you control, where X is the number of opponents who did" then it would count as one instance. But the way it's worded, it's N separate instances for N opponents.
In some of the other threads on tempting offer, the conclusion was that all instances of the last part (For each opponent that did so, you do bla) happens simultaneously. The sentence could be parsed as follows:
Put a +1/+1 counter on each creature you control for each opponent who does.
In other words, I guess the key is whether "for each opponent who does" modifies "put" or "a counter", and I am assuming the latter, but it does seem that this is not clear-cut.
The "for each" clause denotes a quantity, not iteration. This is why cards like Sylvan Primordial clarify that its search is only done once.
