Sharuum (or the copy of it) uses a triggered ability to return an artifact to the battlefield. The first opportunity that players will have to respond to the loop after Sculpting Steel has entered the battlefield is after the legend rule has kicked in and the Sharuum triggered ability is on the stack with its target chosen. The active player (presumably the one who is performing the combo) gets priority first in this situation, but they must pass priority to the other player(s) and have them pass priority as well for the triggered ability to resolve.
