if somebody shows up to a gpt drunk and/or stoned, is there anything that can be done? it's super annoying having to smell pot, and beer breath for a match.
If they are of-age and aren't belligerent, i don't think there is anything you can really do. Marijuana use is certainly condoned, but also a lot harder to detect and prove.

I don't think entry fees should be reimbursed at that point. If you are aware you should not be under the influence of drugs or alcohol at this event, show up under the influence or use them on site, and then jeer/heckle/upset anyone else's good time, you should accept your forfeiture from the tournament for breaking the rules. After all if you cheat and get kicked out, you won't get your money back.
I would be pretty peeved if some drunk guy showed up the tournament and started calling out moves or what was in my hand or disturbed things enough to warrant getting thrown out, and he got his money back, but my good time was ruined and i didn't get my money back.
At that point i would want to go grab a six pack, pound it in the parking lot, and come back in for my refund.

Well, OP did say "drunk" and generally "drunk" is the point of being noticeably inebriated. That isn't a beer or two before a match, that's deciding to get drunk and then go to the event.
It would suck to have to sit in front of someone who is slurring their words, playing slowly, knocking things over, and dropping things. General things that you would describe as happening while "drunk." To be fair, a drunk opponent would probably be easier to beat, but it wouldn't be as much fun. I wouldn't be upset about it as long as they were cool.
If the smell if the only thing that bothers OP, he can certainly carry around a tin of altoids and ask his opponent to take one because he doesn't like the smell of alcohol coming off of the opponent. That is entirely up to him, and seeing as the use of those things on site is prohibited, he is within his rights to ask to not be near those things. There are people there under the age of 21, and marijuana is illegal (almost) all over the country.
Off-Topic- If you don't like OP's post, you can privately tell him or report him. Saying that OP's "Arrogance is disgusting" and saying "OP is just being really judgmental." Is walking the line of flaming, and something i would suggest refraining from publicly saying in the forums.

It's no secret that some of the people at my LGS enjoy smoking pot, but never any alcohol. One individual actually has a prescription for marijuana, so that is excusable.
They are usually very discrete and don't bother the other patrons, so generally I let it slide.
If it is a problem, let the TO or LGS Owner know and they will deal with it, unless it requires immediate attention.

Nearly half of the players at my LGS frequently show up high, and occasionally drunk. It's only ever once caused a problem, and no one's ever openly complained about it.
If a player who's under the influence is bothering you, politely let them know. Don't go behind their back and complain to your store owner or judge unless they're causing actual problems.
"It bothers me" is not an actual problem, by the way.
