2. you choose targets
3. you determine total costs, starting from mana cost or any alternate cost - here is the right time to determine any X in the cost - then you apply cost increases (like stive-type additional costs), then cost reductions (that is what your Thaumaturge does)
4. if you need mana, here you have a window to activate your mana abilities
5. pay the costs
The point is you determine targets before determining costs (otherwise Battlefield Thaumaturge would be useless).
