1. Can Mutavault change to creature and attack on the first turn put into play?
2. A card that has been transformed (Mayor of Avabruck) Does this card still count as one to green devotion even after its been transformed?
In a commander game player 1 has Thraximundar in play which was his commander. Player 2 used Mind Control to gain control of it and player 2 attacks player 1.
3. Does player 1 take only normal damage from their commander or do they take commander damage?
1. Can Mutavault change to creature and attack on the first turn put into play?
Not easily.
302.6. A creature’s activated ability with the tap symbol or the untap symbol in its activation cost can’t be activated unless the creature has been under its controller’s control continuously since his or her most recent turn began. A creature can’t attack unless it has been under its controller’s control continuously since his or her most recent turn began. This rule is informally called the “summoning sickness” rule.

3. Does player 1 take only normal damage from their commander or do they take commander damage?
It counts as commander damage from that commander, and it needs to be tracked in case player 1 takes another 14 (or whatever) combat damage from that Thraximundar; this is not cumulative with damage from the opponent's commander (even if the opponent is also using a Thraximundar).
903.14a A player that’s been dealt 21 or more combat damage by the same commander over the course of the game loses the game. (This is a state-based action. See rule 704.)
Note that the quoted rule 302.6 above might cause a bit of a misunderstanding due to its wording. (At one time I had this misunderstanding too.)
It may give the impression that if a non-creature permanent becomes a creature during your turn, it can't attack (unless it has haste) because you haven't controlled that creature since the beginning of your turn. However, it's really referring to the permanent. In other words, as long as you have controlled that permanent (even if it isn't a creature by default) from the beginning of your turn, it won't have summoning sickness if it becomes a creature.
(In this particular case, Mutavault can attack when it becomes a creature if you have controlled the card since the beginning of your turn.)
A good way to think of it is this:
All permanents have "Summoning Sickness" until you begin the turn with that permanent under your control. However, only creatures (without haste) are affected by Summoning Sickness.

So then I can play mutavault change it into a creature and attack even though I just put it into play?
Have you controlled it since your most recent turn (i.e., the current turn) began? No, your turn began a while before it entered the battlefield and your control.

Why bother with mere rulings when so many answers can be found in the Rules?
The same is true for Planewalkers that transform into creatures like Gideon Jura ! They're affected by summoning sickness because you cast them in your main phase and not in "the beginning of your most recent turn".

That's true, but I don't see anybody in the thread asking about planeswalkers.
