I'm currently using Ultra Pro 'pro matte' sleeves, which aren't all that great, my cards seem to slip to the top of the sleeve exposing the top side of the card. Any recommendations on good quality sleeves?
Okay so it looks like KMC is the way to go, do most people triple sleeve their cards (perfect size + hyper matte + character guard), or just double sleeve (perfect size + character guard) ?
I don't use Character Guards since I don't buy sleeves of any interest.
I find the Pro-Fits by Ultra Pro garbage or their hyper matte are. I haven't figured it out. The UP perfects are cut long, which I really like. But manufacturing variance sometimes make them so long that they poke out of the hyper mattes. What the heck?
I buy other inner sleeves and use UP deck sleeves because I can find them UP at shops and tournaments every time. My only beef with anybody other than UP inner sleeves is they are cut very short. No room for error.

Personally, I double sleeved my cube in blue Dragon Shield mattes, and I cannot be happier. Over a year, 500+ sleeves, and only one has split so far, despite fairly regular use. Used some perfect fit KMCs on the inside and the DS matte blues on the outside.
I will say this, there are some people that say Dragon Shields don't double sleeve well, but from my experience, I'll say that 99% of them will be fine. I had 3 or 4 that abjectly refused to go over the perfect size, but then I changed the perfect sleeve, and it would work. It seems to be a perfect storm of the card, perfect sleeve, and dragon shield that just didn't work, but changing it up would be fine.
I, too, recommend Dragon Shield sleeves. They come in great colors, shuffle decently, and are really tough! (you'd have to mash shuffle like a brute to tear one)

After using almost every sleeve I can get my hands on in the market, my go-to combination has to be Dragon Shield Matte + KMC Perfect Fit Sleeves. Dragon Shield Mattes satisfy almost every category I'm looking for in a sleeve - shuffle, durability, and overall longevity.
Ultra Pro Eclipse sleeves are probably my second favourite. The main issue I've had with them is that they tend to get dirty a lot quicker, at least on the front side. Other smaller issues include the loss of the addictive shuffle feel. After about one or two tournaments, I feel like the sleeves already start building up some dirt, and lose the initial silky shuffle. I'd still recommend these due to the durability alone, which is 2nd to none.
KMC Hyper Mat sleeves have degraded over the last year, they used to be bar none the best outer sleeve in the market for its price. I've bought a bunch of them and have gotten inconsistencies in almost every pack. They edges split easily and fail the 'rip test'-- the only upside is the solid shuffle feel.

I tend to agree with you. I got on a sleeve kick and picked up most options (except the penny sleeves) on this best card sleeves list and Dragon Shields I liked most and for double sleeving I paired them with the KMC Perfect fit. I have found huge issues with quality control in just about every manufacturer but I kind of chalk that up to how things are. I do think the premium options should have less size and durability issues per pack though.
The professor is usually spot on with is breakdowns on youtube but his Ultra Pro Eclipse review was a little too glowing based on my experience with them. Definitely not bad sleeves and actually good but certainly no the best.

So it would be Perfect Fit -> Matte. Not CG.
