Alternatively, it's because Chandra looks vaguely Irish but was named in Indian style, and formal designs for her parents hadn't been made at the time?

If Kaladeshi human DNA works similarly to Earth human DNA, it's because red hair is caused by the expression of a recessive gene. Pia and Kiran must have each had one copy of the recessive gene for red and one copy of a dominant one for brown, and Chandra happened to end up with two copies of the recessive gene.

Combo of recessive genes, fire magic, and the simple "because creative wanted her to be a redhead". I'm more annoyed by the fact that she's white. Didn't used to be, but once they decided she was Kaladeshi, which is the "Indian" plane, it became stupid for her to be white. I'd accept Indian with red hair, or her being white if Kaladesh had a non-Indian presence (like we see East Asian and African features on the occasional Innistradi face, and its implied they are from other countries/continents, and that Innistrad the plane is much larger than the provinces we've seen), but they straight up made her parents Indian (Her mom has very Indian features, while her dad has features that could be Indian but could possibly be sort of European. For all we know, Kaladesh could just be dominated by the "Indian" culture, with other ethnicities in existence, and Kiran is from the "European" part, but even so he looks southern European if anything, and Pia is definitely Indian, so Chandra coming out full Irish still doesn't make sense.

This has been discussed a lot in the story forum. Just from the cards seen in Origins its obvious Kaladesh runs the full racial gambit and while her parents are quite different in appearance, the only other magic user on the plane has a radically different completion to the rest of the plane. So most likely reason is red mana.
Pyromancers are always red heads? and isn't her hair supposed to look like fire or something?
I mean genetically i think there is a chance that both parents had the recessive red head trait and thus passed it onto her. But probably the red mana thing other people mentioned

Because fire and the color red are always associated with each other. Therefore Chandra was designed as a redhead to drive home that she's a pyromancer because MTG doesn't do well with subtlety. /thread
