It's unusual to talk about what the value of cards will be after they rotate. Without context, my best guess is that the author means Drana does not deserve its current price tag and will likely never find a home in Standard. A good comparison would be Kytheon in Origins. http://www.mtggoldfish.com/price/Magic Origins/Kytheon Hero of Akros#paper
Over-hyped mythics start with a high price then gradually fade over time. Magic Online prices react much faster because there is higher velocity of trading between people who need cards and people looking to cash in unneeded cards.
If Drana doesn't find a home, she like Kytheon will drop from $2X to under $10 in 2-3 months. I'm not sure if it's correct to call that "bulk" - true bulk Mythics in my opinion are cards like Pearl Lake Ancient that start low and stay low. If "bulk" is $2 or less for a mythic then yes you may have to wait until rotation.
I would guess that in 2-3 months she will be close to $10 (not likely much under 10, I think I made a mistake saying that, see below) and after that you'll have to pay attention to spoiler season for the next expansion. The Ally sub-type will feed speculation.
I noticed something about her that I carelessly overlooked last time. She's not quite like Kytheon. Look here: http://www.mtggoldfish.com/price/Battle for Zendikar/Drana Liberator of Malakir#paper
You'll notice that she didn't start high and only decay. She started at 13ish and jumped up. Those jumps only come from real people buying the card. So some people out there are trying to make her work, but they haven't been successful yet.
The Pro Tour and Magic Online are the biggest sources of innovation. If she doesn't make an appearance in the metagame by the end of next weekend, my best guess is that she'll drop from $19 to $15 in one month, then to $11 in two, then $9 in 3 months.

If that allies combo deck has any game, she'll maintain a bit.

Onering's 4 simple steps that let you solve any problem with Magic's gameplay
Whether its blue players countering your spells, red players burning you out, or combo, if you have a problem with an aspect of Magic's gameplay, you can fix it!
Step 1: Identify the problem. What aspect of Magic don't you like? Step 2: Find out how others deal with the problem. How do players deal with this aspect of the game when they run into it? Step 3: Do what those players do. Step 4: No more problem. Bonus: You are now better at Magic. Enjoy those extra wins!
Cards like Drana do in fact tend to go down after they themselves rotate (This is not me saying she will go down, by the way, im not assuming about this.)
Now, by "Cards like Drana" I mean a very specific set of cards that are as such : Standard bombs, cards that are explosibly powerful in standard, but are either not strong enough for Modern, or do not have a shell to be in and are not QUITE strong enough to have a deck built around them, and are NOT Commander material. Now, Drana can sure fit in a few commander decks, like, for example, Marchesa, The Black Rose , but she isn't quite there on being a Commander herself (At least if you ask me.). So, basically, "cards that are really good in Standard but not strong enough for Eternal formats"'s prices go down after they rotate, because they are simply no longer of use. They then become Bulk Mythics. But who knows? Maybe Shadow over Innistrad will bring with it cards that are so good with Drana, they create a new Modern deck? Maybe she'll take off as a Tiny Leader? Only time will tell.
For three mana, she's not that bad in a Standard or Limited environment, but to get the most out of her you have to play an aggro deck, or even tokens, which means taking her out of Standard and into Modern and Legacy.

She's good in Tiny Leaders, but that probably isn't enough for her to hold value. She's actually not that bad as a regular commander either (if you are playing black aggro), and she fits into any +1/+1 counter archetype that runs black (like Ghave).

Well, from a casual perspective, I've heard more than one person say that Drana subjectively 'feels' a bit like a Mythic (and greatly improved) Vampire Nighthawk which, in turn, displaced an ABSOLUTE CLASSIC casual card that no one ever thought would be improved upon.
I also think we will see endless mechanics involving +1/+1 counters in Modern era Magic, and that means she will (in most cases) boost those mechanics, so she is also one of those creatures that just gradually improves as they print more cards.
If Drana ever hits 'bulk mythic' status, I will eat my hat and I will also eat yours.
Drana will fall due to rotation, but don't forget we are going back in Innistrad. She'll be able to get some Vampire support that may push her into a decent deck. Commander will keep her from being a true bulk Mythic like Soul of Shandalar
