Simple question: Jace's Ingenuity, Foresee, or Mulldrifter?

However, I'm going to have to say that I've never seen ingenuity played in constructed, while I've seen mulldrifter played in eternal. Forsee is decent in limited.

Mulldrifter is tip-top in Pauper. It's a Divination with an optional flying bear stapled to it, even better if you're flickering it.
Jace's Ingenuity did see some Standard play at odd moments along with Opportunity; however, Treasure Cruise and Dig Through Time ate their lunch, and Sphinx's Revelation also outclassed them.
Foresee sees the occasional slot in Pauper, but it really shines in EDH, where the possibility of digging six cards deep makes a big difference.
On the whole, Foresee is better in combo decks, Jace's Ingenuity is better in control, and Mulldrifter is better in aggro.

It really depends on the deck you are trying to build and the situation in which you are casting them.
Jace's Ingenuity is a fine card. It nets you 2 cards, which is not bad, but not very mana efficient. Since it is instant speed, it is good to play in some control decks in the current standard since it lets you have spare mana during an opponents turn if you need to counter any threat.
Foresee is also a good card. It nets you 1 card, but it has more potential to give you card quality than Jace's Ingenuity. That's because you can dig 6 cards in your deck. This card also allows you to carefully set up your next turns, at least if you have useful cards on the top of your library. However, Foresee is a Sorcery, which is bad if you are trying to play any control or tempo deck. The fact that it is not legal in Standard makes it even worse because there are more efficient cards that have the same purpose as Foresee.
Mulldrifter allows you to buy 2 cards for 3 mana, which is good, at least if you are not comparing the power level of this card which Ancestral Recal or any early magic drawing engines. However, this drawing engine comes which a body attached if you want to pay the price for it. And even better, the body is evasive since it attacks in the air. That is why this is the most played card of all the three you are presenting.
