The thing with vintage is that the majority of large tournamentas are proxied. This means you can build a vintage deck for less money than a legacy deck (other than burn). Vintage dredge, for instance, will end up cheaper than legacy dredge, because it doesn't run LEDS, you can just proxy up the 4 bazaars, then 6 more cards. A hate bears deck will cost similarly to a modern/legacy version, again made cheaper with 10 proxies.
And the thing about vintage? If you don't like it, you can just resell your staples. At no loss.
The biggest problem of vintage is not the money barrier (if you can afford legacy, you can afford vintage), but the fact that vintage tournaments are rare. As such, if you relly want to be competitive, vintage isn't the way to go, as competition is sparse.

I think legacy is fine, and definitely better than the trash that is standard, and the overly managed modern. Vintage seems good, but card availability is an issue unless you play proxy events.
I think pauper would be a great competitive format, but the DCI does not sanction it. Paper pauper with hymn and sinkhole is fun I would like those cards in mtgo pauper
