Everyone says JTMS. And yea, having used it in at least EDH, he runs the table. With the printing of more planeswalker removal though, I feel he COULD come to be quasi reasonable for Modern legality. But that's still debatable.
Liliana (Of the Veil) is just so nasty. When it was Scars and Innistrad standard I had a U/B control deck where her +1 had very little downside, seeing as I could use recursion like flashback spells or Reassembling Skeleton to generate card advantage.
She's also an absolute beast in reanimator strategies and graveyard shenanigans and multiplayer (EDH or otherwise) games.
I guess there is no question about those two being the 2 best Planeswalkers.
Now I guess the REAL question is which is the 3rd best planeswalker?
I'd say some of the recent Garruks (Primal Hunter) are nasty, and he would get my vote since he has had a few useful iterations (Relentless and Caller of Beasts are pretty good too).
If Chandra wasn't so bad until Pyromaster, she would have been my 3rd choice.
712.5b The controller of another player can't make choices or decisions for that player that aren't called for by the rules or by any objects. The controller also can't make any choices or decisions for the player that would be called for by the tournament rules.
Example: The player who's being controlled still chooses whether he or she leaves to visit the restroom, trades a card to someone else, agrees to an intentional draw, or calls a judge about an error or infraction.
I don't think there are much "opinions" here. Jace, the Mind Sculptor isn't a card this is worth over $100 for nothing, especially when it is on a banned list.
Liliana of the Veil is likely the strongest planeswalker in Modern, the format that truly dictates the price of a planeswalker, since JTMS is banned.
Garruk also has multiple printings, and most of his printings were all solid cards - it's nowhere high on the scale, but I'd say he's the most balanced planeswalker amongst the Lorwyn 5, demonstrating power without breaking it, and hence my personal favorite (Now this is just opinion of preference, not power.)

I won't disagree that Tibalt is not a powerful planeswalker, but power is just about the last thing I care about. I care much, much more about flavor and interesting mechanics, and from that point of view I think he's an excellent planeswalker who epitomizes what his color should be about.
If the thread starter wanted me to vote for the most powerful planeswalker instead he should have been less ambiguous.
