I guess I'll vote for Karn Liberated as it puts its controller in the best position to win. Even if you only start out with an extra land a bear, you are still a huge favourite I think.
I think it depends on what you're playing. If it's a regular 1 on 1 match I'd vote Bolas. If it's multiplayer, such as EDH, I think it goes to Karn seeing as he affects everyone.
I'll say Jace. Bolas's is huge, but it can be beat, especially since you choose the permanents to sacrifice. Gideon's by no means guarantee a win; heck, your opponent could just play a land and Condemn him on your turn. Karn usually wins, but if your opponent has only exiled instants and sorceries from his hand, you don't get a huge advantage, and you could always get mana-screwed in the new game. But if you ultimate Jace, you destroy any hope they have of getting back into the game. They'll never draw another card they didn't already have before, and if they don't have a hand, they lose on the spot.
Let's be honest here. Jace's ultimate is the only one that actually wins the game, and he's the only thing you should be voting for.
Of course, Mind Sculptor's power depends entirely on what's in the opponent's hand.
If we're not talking about using the 'walker in an absolute vacuum, Agent of Bolas actually drains life from the opponent, and often quite a large amount of it. His +1 also fuels his -4 by digging for more artifacts to put into play, which is nice.
If you printed each ultimate as a spell (with appropriate adjustments like putting X cards into Karn), then Karn would be the best. Its not Jace's ultimate that kills you - its the net effect of his plus ability destroying your card quality.
Bolas's ability can be overcome if you're already far enough ahead
Jace's ability can also be overcome if you're board presence is lethal. Jace's ult is the one least likely to save you from your opponent's next turn.
Gideon's ability does leave you with a distinct advantage in board presence, but you can still be in bolting range, and your opponent can play a goblin guide and make kill him
Karn's ability is such that it doesn't depend as much on how far ahead or behind you were before you activated his ability as much as it depends on which cards he's exiled. Mind you, If you've only exiled instants and sorceries, it just restarts the game, and a land or 2 to start the game off with is a little less intimidating than what some of the other planes-walker ults are capable of.
In general, I'd say that Karn is normally going to have some useful stuff under him if you're restarting the game with him. I'd give it to karn.

Venser, the Sojourner has an ultimate that beats knight errant. I would probably nominate him to the list as his ultimate is easy to trigger, the +2 offers lots of protection, and the ultimate wins the game almost immediately.

You don't call "dying to removal" if the removal is more expensive in resources than the creature. If you have to spend BG (Abrupt Decay), or W + basic land (PtE) to remove a 1G, that is not "dying to removal". Strictly speaking Goyf dies to removal, but actually your removal is dying to Goyf.
I've found a way to loose with nearly every other ultimate, but never with Bolas.

he kills stuff, he takes control of creatures, AND his ultimate can win you the game instantly.
