Taniwha was actually quite solid in the right deck. Protecting your lands from the Armageddon you are about to cast (using a Mana Vault) was quite the knockout blow.

Lord of Tresserhorn is just an example of how much worse creatures were back then. Like Norin, he's bad on his own but has legitimate if noncompetitive combos (Stifle, Trickbind, Varolz the Scar Striped) that mean he's not 'worst card ever' material.
Edit: I think my vote goes to the stupid 0/0 Devour 1 from Kamigawa.
Any of the 5 - 7 drops from Legends that have NO abilities or even any speck of rules text. Why are things like Barktooth Warbeard or Lady Orca even legends in the first place?
Because 6 or 7 power used to mean something other than "Green 4-drop"?
Just a guess.

Current Favorite Decks: Creatureless Bolas Control with Lethal Vapors, Green Enchantress/Kavu Lair card draw, and Shriekmaw/Mulldrifter/Dignitary Flicker.

-Last time I checked, most counters were a good thing. Save for enemy counters on your creatures.

I use Chisei in a mono U aggro deck with Unstable Mutation. It's a "build-around-me" card.
My vote goes to: Boris Devilboon Costs 5 for a 2/2 and then 4 each turn for a 1/1 token. Terrible outcome for the mana you have to pour into it.
Honorable Mentions: Barktooth Warbeard No abilities and costs too much for power/toughness. AMAZING name though. Princess Lucrezia 5/4 for 6 is already not very good, but then the tapping for one blue is just silly. Riven Turnbull see above, LOL.
On a side note though, I have now discovered Rayne, Academy Chancellor who would be AMAZING as a wizard deck EDH general.

There are tons of bad old legends. Hugely overcosted vanilla or almost vanilla cards.
But Norin? He's not amazing, but he does something fairly unique and can serve a purpose. Entire decks can be built to run around his ability. His ability is basically designed for people to find ways to break it. He's certainly not much worse than any other average legendary creature.
I'm actually surprised nobody mentioned Autumn Willow, and am rather disappointed that she wasn't mentioned as I would have loved to argue with the person bringing her up, and argue that though not the best she is not the worst legendary ever. I mean, the CMC is a bit steep, but her ability, "G:Until end of turn, Autumn Willow can be the target of spells and abilities controlled by target player as though it didn't have shroud." is nice in that you can pay the mana, target yourself, and boost her up, or whatever... no sexually perverted images/references intended.
emara tandris is pretty awful
For edh its Haakon, scourge of stromgald as it can't physically be cast unless your playgroup changes the rules and either let it be cast from command zone or start with it on your grave

Blind seer isn't that bad, you can cancel protection or something, and it's a 3/3. Not great by any means, but I don't think it's the worst ever.
The overcosted creatures at least have power and toughness so I can't see that as the WORST.
And any card that has utility has at least some use somewhere. So I'm not going to say stuff like Blind Seer is the worst, because, hey, he does something useful.
Gallowbraid is undercosted, at least. You'd pick him high in Limited, I'll bet.
No one's mentioned Hazduhr the Abbot, Rashka the Slayer (outclassed by Nessian Asp) or Daughter of Autumn, from Homelands. What a terrible set that was. Not only was everything in it overcosted, it was *boring*.
Also a number of people have pointed out the suckage that was most of the legendary creatures from Legends. Kasimir the Lone Wolf is probably the worst, as a 5/3 for 6 mana. Even as a new player who only picked up a couple packs of Legends I was underwhelmed, thinking, "this isn't even as good as a Craw Wurm".
Hazduhr would be fine in limited even if it's underpowered trash.
