Being constantly reminded of all of those terrible multicolor vanilla Legends makes me wish Wizards would go back and do them justice in some kind of special set by printing new versions of them with interesting abilities.
I'll vote Lord of Tresserhorn. Sure, Norin doesn't do anything on his own, but Lord of Tresserhorn DOES something.
He HELPS YOUR OPPONENT WIN. That sounds pretty terrible to me.
Sure, you could only have one of him out at a time, but this is Kamigawa we're talking about here - a 2/2 for 1 mana sounds like it would be a really good card back then. Heck, even Elite Vanguard can't measure up to him.
If the store owner says that I can't trade in the premises, I'll just go outside. If he says that I can't trade within 10m of his premises, I'll go to 11 meters. If he says that he doesn't want to see me trading, I will put a basket over his head and continue trading.
Yes, he's a local legend. He's only known to take his clothes off before he goes into the Ladies' Lockerroom. Nobody knows what he does in there because he's invisible, but it's almost certainly tons of masturbating.
I'd probably agree if Barktooth Warbeard didn't have a slightly more restrictive casting cost. Sir Shandlar of Eberyn is also pretty bad but I actually know someone who still runs him as an edh general purely for nostalgia.
Anyhow, the best I can come up with myself is a game in the top 8 of a PTQ back during Urza block in which we were starting game 3 with time already expired, so the tiebreaker rule was that whoever had more life after 3 turns would win. And I lost to... healing salve.
Yep, it was. My brother ran a deck featuring Lord of Tresserhorn and Rukh Egg as the creature to sacrifice. Backed that up with counters, burn, and removal. It was annoying to play against.
My vote goes to Kasimir the Lone Wolf. A 5/3 for six that does nothing really sucks.
It's gotta be one of those vanilla legends. Sorry, Torsten Von Ursus, based on art I'm picking you as the worst of the lot.

Hands down, it's Pang Tong, “Young Phoenix”. He's a 1/2 for 3, which is worse stats than Squire. His tap ability can't be used to save a creature from burn or pump during combat. He's worse in five ways than a Common from Kamigawa (more white-intensive mana cost, no flying, no power-pump, pumps only as a sorcery, plus is legendary)

and because he's from portal 3 kingdoms, he'll be more than kabuto moth
Hes pretty house in an edh u/w control deck as a general. Really hoses their generals quite severely... and he keeps coming back so its not bad if he dies.
Gwafa also has a lot of kingmaker/pillowfort potential, so he's hardly worthless.
I can actually see use for this: Most of the time, blue doesn't want to cast spells on your turn. And if you have 3W worth of artifact mana, let the lulz begin.
Away from vanillas, basically anything with "t: Add one mana of one of this dude's colors to your mana pool." that costs more than, I'd say 2 or G. Portal Three Kingdoms has a bunch of really bad ones as well.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Any of the 5 - 7 drops from Legends that have NO abilities or even any speck of rules text. Why are things like Barktooth Warbeard or Lady Orca even legends in the first place?

What about a legendary vanilla creature that's horribly overcosted, with very little power and toughness, like a 1/1 for 8CMC?

Lord of Tresserhorn used to be considered good.
He was an absolute beast when people could still die from 20 points of commander damage.

Pathetic Excuse for a Legendary.

Jeska saw some OBC play. What's great about Hanna's ability? Seems like you're losing if you have to use it.
Isamaru? This pup and Savannah Lions were ripping up the Extended format back in 05.
True statement is True. Emmara Tandris is pretty bad. Their might be worse legends in 'Legends'... but Emmara is bad.
Best Standard of all time was "Scars/12/Innistrad"
Fav Cards of all time: Geist of Saint Traft; Kaalia of the Vast

As for actual worst legend? Probably one of the vanilla legends from the original Legends set, Jasmine Boreal and her ilk.

also from the kamigawa cycle
bloodcloaked is fine, it's devour 1, but you can sac lands and artifacts and enchantments as well...as well as fling for a lot

My choice is =Sivitri Scarzam]because Craw Wurm was so OP.

Gotta say the overpriced lord Magus cycle gets my vote. Somehow preventing landwalk seems worse than simply being vanilla.
