Well i only read through a few pages so I'm sure there already mentioned but Delver of Secrets and Snapcaster Mage have to be on the list of most efficient and value creating creatures of all time. Let us not forget the recent cycle of "Titans" either.
I've said it once and I'll repeat myself once more; Stoneforge Mystic without a doubt. From here on out equipment must be designed with Misty in mind, lest there be a Batterskull 2.0.
Ohhhh, it all depends on what your working with. I have had people who put dark confident in their deck, and EDH deck, and suicided with high mana plague winds, and could not stop laughing. Anyway, I would say Gisela, Blade of Goldnight, or Rhys, the Redeemed.
Value is good. But Dredgevine isn't supposed to be about value. It's supposed to be about V-8; 2000 pounds of nitro boosted war vegetables. The more velocity, the better.

jackal pup. it made the whole red deck archtype playable and a tier one deck. It created a whole deck type that will be played forever. goblin guide, radkos crackler, etc, they are just rip offs of the original.
ok, I'm clearly missing something. why are Tog and Goyf so good? they seem somewhat mediocre to me, maybe an ok rare, but neither seems like a contender for the best

Project Booster Fun makes it less fun to open a booster.
Goyf is insane because it's the most efficient beater ever printed. It provides a very quick clock for blue decks to kill their opponents. It's low mana cost means you can easily cast it while leaving counter mana up. It also generally survives lightning bolt.
Psychatog allows you to end the game instantly if ever given a window. If your opponent is tapped out, or you know his hand, or you have countermagic up, and he isn't blocked, you can just go all in, and kill him. Again, it's a cheap, very efficient win condition for control decks.
Pride Guardian absolutely insane, I don't see why people don't use it more, it puts a game into standstill for turns 1-3, and by turn 4 I had my power out, I absolutely love that card

I'm pretty sure Hermit Druid and Goblin Welder (I assume you meant this, as Goblin Tinker is pretty bad) require specific builds. Hermit Druid isn't good unless your deck has 0 basics and some game-winning-from-graveyard combo. Welder isn't good unless you run artifacts to weld, both to and from.

Super tough question. I could easily say one of the many insane two-drops, however, each of them needs support. Very few of them are good "by themselves." For example,
Stoneforge Mystic - You need to play busted equipment like Jitte or Batterskull to maximize its potential. Snapcaster Mage - You need to play a good amount of instants or sorceries to maximize its potential. Dark Confidant - You need a low curve and/or library manipulation, otherwise he'll kill you. Tarmogoyf - You (or your opponent) need to play fetchlands and cantripping instants/sorceries for him to be of value. EG, Tarmy would probably suck in today's standard.

Even the bevy of broken red cards need some help. Goblin Piledriver, Goblin Recruiter and Goblin Lackey need other Goblins. Goblin Welder needs a bunch of artifacts, as does Arcbound Ravager. Psychatog and Hermit Druid also require very specific builds.
Basically, there are so many great creatures that it's hard to pick. So my tie-breaker is to pick cards that don't need a lot of extra help in being great. My nominations are:
