Could you specify by "top" if you're looking for best, iconic or most fun?
If we're going fun or iconic I would have to agree with draftguy2's suggestion of Gamble. Great card that sums up the philosophy of Red well. (On the same note, Furnace of Rath, Pyromancer Ascension, and Final Fortune).

The interesting thing about us legacy players is that we consider Force of Will, Dark Ritual, Blood Moon, Tarmogoyf and Swords to Plowshare to be fair.
7: Chandra, Pyromaster (Another new kid on the block that strives in midrange decks like Jund who look for temporary card advantage.)
8: Koth of the Hammer (A great planeswalker for red stompy strategies. His minus ability has been a crazy enabler in whatever deck he is in.)
9: Worldgorger Dragon (This creature wants to either win on the spot with its buddy Animate dead, and another ETB damage card, or it wants to make the game a tie.)
10: Imperial Recruiter (One of the best tutors ever. Shame that it's gated by the Reserved list.)
11: Blood Moon (This card can completely lock people out of playing magic if they're not careful.)
12: Goblin Lackey (One of the best Goblins ever printed for a reason.)
