The second is guaranteed as a T1 deck that is really good, plus its' mana is better. I would choose #2. However, Eminem is correct, comes down to preference. Eminem was not correct, however, for tying Rihanna to the bed and setting the house on fire.
Iona is a monster when she shuts off the entire deck/all their ways to deal with her. In multiplayer you can name white and get her doom bladed or name black and she goes to work at the farm. Not so good.
Anyway, Sea Drake looks completely insane (It's the Gush "drawback", only a creature instead of two cards!). Ninja of the Deep Hours isn't probably in the top 5, but it has a reliable and prominent legacy role.
Blue tends to use less creature heavy builds (Other than a few obvious exceptions, like fish). When it does use creatures, it often splashes from other colors (As infamously happened a lot with Tarmogoyf).
The amount of lists that feature Morphling and no Vendillion is scary.

Almost anything that's merfolk instantly gets an exception rule for me; fish usually work because they're a blue tribe and get all of blue's goodies, not because they're amazing creatures themselves. There's a few significant exceptions, but Lord of Atlantis falls under the "Awesome because it's fish" category, unlike Cursecatcher (Which is just awesome).
Also keep in mind that many people are thinking of standard metas, where Meloku was amazing.

Anyway, it depends on the format. Clone is a great card that's been around since Alpha, but Mind Control can do it better for U more. And Consecrated Sphinx is awesome in a multiplayer format like EDH, but not nearly so useful in 60-card constructed 1-on-1 formats.
(p.s. Due to it's built-in evasion, I like Thieving Magpie over Ninja of the Deep Hours or Ophidian, at least in a vacuum... so if you disagree with that, you can take my other opinions with a grain of salt; but I can see how a deck exploiting EtB effects and combat tricks could make very good use of Ninja)
This reminds me of the Hall of Fame debate in sports. Do you look at peak value or career value? Serendib Efreet was a house at one point, but it sadly not playable today. Do you reward individuals for team success? Meerow Reejerey really isn't good in a vacuum, but it's crushingly powerful in Legacy Merfolk. Do you look at potential or "tools"? Jin-Gitaxis, Core Augur is insane, but who knows if he'll ever see play.

fog bank with a lightning greaves is an absolute nightmare to play against, and i remember something about goyf having supposed to have been blue, but i remember no such thing of bob. Whats the joke there? He doesnt have a blue ability, blue hasnt had life loss in years, could somebody explain that please?

Someone's gotta show some love for Sphinx of Jwar Isle. He actually sees a bit of legacy play here and there.
I second Phyrexian Metamorph, although Vesuvan Doppelganger is still, I think, the best cloning blue ceature.
Morphling lost much of his lustre after the M10 rules changes (no dmg on the stack), so I think he falls right off the list pretty much.
As for the rest of the list, it really depends on what format you're talking about, and whether you want a good stealer (Gilded Drake, Sower of Temptation), mid-range finisher (Sphinx of Jwar Isle), an enormous beater (Stormtide Leviathan, Inkwell Leviathan), lockdown (Erayo, Soratami Ascendant), utility (Ertai, Wizard Adept, Temporal Adept, Archivist, Trinket Mage) or a good combo enabler (Palinchron, Tidespout Tyrant), so I have a hard time picking just 5.

I think Venser, Shaper Savant, Jace, the Mind Sculptor, and Teferi, Mage of Zhalfir have to be in my top-5 because they're amazing in any format that they're legal in. After that, I can't think of a card on their level that isn't format or situation dependent.
