Can someone help me build a RG Ponza deck, I want it to revolve around Goblin Dark-Dwellers where I can get recur a 3-mana land destruction effect. My budget is around $100 - $150 for the deck (btw I base my prices on Abugames since I order from them overseas). I'm willing to buy core pieces like Utopia Sprawl which for me is a little on the expensive side. Not gonna go competitive on this deck, maybe soon if I really liked how this would play out.
Have you tried out the deck on something like Ximage or Cockatrice? That way you can give the deck a go online without spending a dime to see if you like it.
If you want to dive right into paper and want to go budget, maybe something like this?

The idea being that we've cut the major cost cards of the deck (Chandra, Torch / Blood Moon / Fetch Lands). In their place we've added the Sheltered Thickets to help for the land. You can also search them up with Acid-Moss. Chandra, Torch has beomce Chandra, Pyro. She can help draw and extra card a turn to help you find what you're looking for. She can also help push attackers through a stalled board state.
Since you don't have Blood Moon to muck with people's lands I've pushed the land destruction spells up to 9 plus added a couple Ghost Quarters. That and the Goblins should help the plan. If you find it's not enough, more Molten Rains are cheap.
Running this through ABU and selecting the least expensive version in N/M condition comes out to $117.21. If you go up to $150 that gives you some room to add a side board. Things like Ancient Grudges, Ratchet Bombs, Ricochet Trap's and Obstinate Baloth's would be good and inexpensive sideboard cards to add.
