I'm planning to slowly build a modern izzet deck which hopes to be competitive. I have limited budget since I have other expenses for adulting (e.g. bills, food, meds). I wish to be smart when it comes to planning financially, especially when MtG tends to be expensive.
Just a basic question: what stuff should I purchase first?
One camp says I need to buy spells first (e.g. lightning bolts, delver, etc...). The other camp says lands (shocks, fetches, manlands, etc...) should be a priority.
What do you think?
Also, do you have some other helpful financial tips in saving money while investing in MtG?

"We'll scale these cliffs, traverse Brittle Bridge, and then fight our way down the volcanic slopes on the other side."
"Isn't the shortest route through the canyon?"
"Yes."
"So shouldn't we—"
"No."
In the Philippines (but not in the big city). No proxies, just the best substitute cards for whatever is missing.

You are planning a Delver-style deck, right? If so, I would go:
Cheap spells first. Should be most of the deck. You will be able to start playing quickly with basic lands and some extra burn spells to fill in the gaps.
Then lands. Will add a lot of consistency over just playing basics. First land I would buy would be 4 Spirebluff Canal.
Finally, the more expensive spells like Blood Moon and any pricey sideboard cards.
Your advice have been most helpful. I'm slowly collecting the utility spells (bolts, delvers, pyromancers, etc...) but I'm also squirreling away some cash for rare lands (with whatever is available -- most likely shocklands first, followed by checklands/cyclelands).
