I really like the design of the Judgement Wish cycle but what behooves me is the flavor text of these wish cards.

For example for Cunning Wish "He wished for knowledge, but not for the will to apply it".

Did wizards ever release a story for this?

There is no story behind this. It is just an execution of a cool trope. Genie gives wishes that backfire.

Genies in magic being Dijin, which resulted in the Dijin of wishes many years later.
