So we have a really rude player in our LGS, and our store owner won't do anything about it. They constantly swears and insult their opponents, and gets beligerant and angry when they lose a match. Our store owner is aware of the problem, but just let's it slide because he doesn't want to lose that customer. Can we report her to wizards, or is there some other course of action we can take?
Wizards? No, Wizards is not going to investigate aggressive or poor-loser behavior by one, non-professional Magic player that affects one store. They certainly can't ban anyone from playing FNM everywhere. Has anyone actually talked to the store owner about it? How about in a group? If the owner sees that he stands to either lose one customer by banning the problem player or lose multiple by having others quit visiting his store, what route do you think he's gonna take? If for whatever reason that doesn't work, then it's time to find a new game store.
Yeah get your friends together and tell the LGS owner this player needs to be talked to about her behaviour. Hell, chat with the player yourselves about it.

The first thing I would do if put into that situation is give it a few days to see if the person improves.. she might just be having a bad day. However, if the same severe rude attitude continue.. it's time to have a talk with the lgs owner. If owner does not do something, we might quit playing / buying from his store if the toxicity becomes unbearable.
The store owner has already stated he won't do anything about the person. He does his best to just keep everyone away from them unless you are playing against them. The owner know how they are and let's its go. If I could go to another LGS I would closest one is 2 hours away.
Well, if it gets to the point where you don't want to go there to play Magic, then I guess the logical decision is to stop going there to play Magic.
If the owner knows that he'll lose the business of multiple people by letting this behavior slide and continue to do so anyway, then what does that say about what he thinks of you as a customer?
Heck, if you don't wanna travel 2 hours to another LGS, you could just share contact info with the rest of the players in the store and then host your own drafts at someone's house.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
Just curious, how many people attend FNM? Of those people, how many have a serious problem with this obnoxious player?
Unfortunately with an unreceptive store owner you'll have to take matters into your own hands. As one of the above posters stated, don't attend FNM anymore.
To take it a step further, quit buying cards from this store. Take a trip to that store two hours away, buy a box of boosters and draft at home(or some other appropriate venue). Take a large chunk of this LGS's income away for one month and see if the owner notices. It sounds like the owner doesn't want to lose income from even one player, see how he feels losing income from all the other players. The problem is that the store owner thinks he has a monopoly on MTG in the area, and he doesn't think any of you all will change your behavior and spending habits. In which case he has no incentive to care. If enough of his customers vanish, he may take action against the offending player.
If that seems like too much effort, a funny thing you all could do is get every other player to just concede every time they get paired up with the problem player. I know giving that player wins seems counter intuitive, over time the player will get it that no one wants to play with them(maybe/hopefully). While people like prizes, I think that playing the game comes first.
Either way if you want change at your LGS and the owner is unwilling to change, it's going to take some effort on the part of a majority of the other players.
