I know nothing about Magic the Gathering. I found a local place that advertises a special time put aside for people to play, but I don't know if anyone that goes there would be willing to teach a beginner. I've got some cards, looking them up for value shows nothing special so they all should be suitable to game with rather than collect, but I don't know the rules.
Can someone point out a walkthrough of some kind for learning the rules when you have no basic knowledge?
And I've got three cards that I don't know whether to throw away or see if someone local might want them in return for something readable, since they aren't in English. Is it worth it to keep them?
Play Magic Duels - its no longer being updated but it is free.
Absolutely go into your Local Gaming Store (LGS) and see what they play. There are likely players there that would teach you. You can even get free 30-card starter decks from the store.
There is certainly a market for non-English cards. I'd see what your store has for trade-in value or trades with local players.

The best and easiest way is to get someone to teach you. The rulebook reads like a legal document.

Some foreign cards are a worth a lot of money. Some.... aren't. . If it's just 3 cards, take a photo and post it.

I remember I used to learn from the 2 player core game, the one with 2 30 card "gold" and "silver" decks, and a comic with some guy telling step by step what the "gold" player, and "silver" player should do. That was the best product to teach 2 players who don't have any clue on how to play. That product does not need electricity, and it does not require someone who already knows how to play. Too bad WOTC discontinued that product.
The orevious suggestions are probably your best bet but since I haven't seen it mentioned yet, here is a link to a Basic Rules overview that might help you get started. It is pretty decent though, as expected from this type of document, some of the nuances of the rules are glossed over. It should be enough to get started though.
Remember, as you get more familiar with the game, feel free to ask in the Rulings forum if there are any questions you have about specific card interactions.

Local area would be Charles County, MD.
Here's the three cards. Sorry for the size, but any smaller obscured the writing.
