If I had absolutely no choice on which to buy, it's going to always be a booster box over loose packs. It completely depends on the intended use of the product and in terms of pure draft loose packs and booster boxes are negligible as long as there's enough packs to do the draft or build a sealed deck. Booster boxes have been getting worse lately as far as being something worth buying for players and iconic masters is looking really bad right now.

If you know for sure that you are going to buy 36 booster packs from the same set in your lifetime, buy a box. I buy loose packs because I know for sure I am not going to buy 36 boosters from the same set.
I still think that sealed RTR block boxes are pretty sweet to open. The same for Kahns block and Theros, though I wouldn't expect much from Theros block outside of gods. Another fun one to work with is original Innistrad -> Avacyn Restored. Those get pretty pricey.

Depending on what kind of price you can land it for, the original Zendikar boxes can be great to crack too
My friends and i have two different draft cracking methodologies: one is where one person pays for the box outright, and after we're all done for the day, all the cards belong to that individual. The other methodology is where every participant splits the costs evenly, and walks away with the cards they drafted. The second method is a bit more competitive and much less in the spirit of "pure" fun, though it is still fun, at least the great majority of the time. I highly recommend the first method for cracking Zendikar is you want to have a little extra fun by drafting it as you crack it.

They just couldn't put 7th edition into Modern because of the card borders? Seriously? Count me out.
I know I sound really harsh right now on the forums towards wizards and their products, but really the problem is more with the recent stuff. A lot of the older sets are still just as great to crack and open today as they were when they got released. Original Modern Masters is still a really great set to open and I'd actually say if someone is going to buy two booster boxes of Iconic that they should just get one box of original Modern masters.
Also, BFZ block is actually a pretty fun one to open as well, just not from a financial point of view. The same can be said for Eldrich Moon and SoI.
