Uh what? Nothing like that exist with any Jace planeswalker card not to mention Jace doesn't have any cards where he attacks.
EDIT: I think I see what the confusion is. You're thinking of the mechanic plains walk, which gives creatures the ability to be unblockable if the opponent controls a plains. That has nothing to do with a PLANESWALKER, which is a type of card and not a mechanic. And just so you're aware, plains walk does not effect lands that produce white mana, just the ones marked plains like a basic plains or something like Temple Garden that says it's a plains.

Homonyms can be so confusing in English, and even more so in MTG some times. Yes Planes refers to different worlds entirely, which usually have their own Mountains, Forests, Plains, Islands, and Swamps. Plains (note the different spelling) is a basic land type which is sometimes applied to non-basic lands; dual lands like Temple Garden snd Plateau are only one kind of example. Mistveil Plains is also considered a Plains even though it's a non-basic land. This can be significant in game play as these non-basic lands that have basic land types can be fetched by cards like Flooded Strand, Grasslands, and even Krosan Verge

In addition to what has been said already, there are examples for many different kinds of landwalk abilities, plainswalk is actually rare among those. The most common are swampwalk and forestwalk, though mountainwalk and islandwalk are not uncommon either. Some creatures even have multiple of those. And then there are the weird ones, like legendary land walk, or snowland walk.
As to why such cards exist, they are a way to bring the game to a close, even if both players hide behind a wall of creatures. As evasion abilities go, landwalk abilities are strong if the opponent happens to be in the right colors. But this condition makes them niche and thus mostly not playable over more general evasion like protection, flying, or downright "can't be blocked" abilities. Plus, landwalk abilities can be found mostly on small creatures, so even if the opponent is playing the right one against you, you have time to deal with it. If you can't, then that means, your deck needs work. You can't rely only on creatures to deal with your opponent's cards, and a good deck won't, it has ways to deal with such a threat in other ways than blocking.

The n00b is usually talking about the fact that that final ability is usually a win condition, but often irrelevant since you'll never get to that much loyalty without Doubling Season or Gilder Bairn, but because of the homophone plain/plane, that's where we are.
However, for OP to say Jace specifically can't be blocked if you control a plains...leads me to conclude OP is a troll.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

On phasing:
There are also creatures like Dream Thrush that make any basic landwalker unblockable.
But hyalapterouslemur is probably right and we got trolled. *shrug*
