How come Commander doesn't have "serious deckbuilding commitments"?
Because there are very few Commander tournaments, it's not a competitive format, and therefore people don't spend time breaking the format looking for the most optimal decklists.
It's the only real casual format, and it allows you to build your deck in time as you see fit to better deal with your local playgroups. Just pick a legend and build around it without having to worry about metagames, sideboards and recent tournament results.
This isn't 100% true, though it's true in spirit. I've seen the format "solved" twice (both by the same player), but each time new releases re-opened the format not long after. Not that that invalidates your point, just a clarification.
Even in-between set releases Commander can't be "solved" any more than Vintage and Legacy can, because it's non-rotating. It's possible for a Standard to have only maybe three (or in bad cases only one) competitive decks because the card pool is a drop in the ocean compared to what Eternal formats have to work with, but in Commander especially, with highlander deckbuilding rules and slower games overall, besides an emphasis on multiplayer, there's never going to be an unbeatable deck.

No offense intended, but you clearly never played against KierkanRufo's Brago, King Eternal EDH, nor his Grenzo, Dungeon Warden deck back in 2014. If he had four opponents who knew what he was playing and all ganged up on him, he still had a reasonable chance of winning. It's only because of new cards added to the format in the last few years that those decks didn't take over the format and/or wind up on one of the banned lists.

My primary concern with recommending Modern to a newb is that my intuition tells me that it's going to be replaced within the next 3-5 years. I could be totally wrong, of course, and it wouldn't be the first time.

From what i've read from you, it seems like you'd really enjoy the brewing challenges offered by Commander and/or Pauper, but it also seems like you'd enjoy the challenges of a rotating format like Standard.

For casual play, I'm extremely happy running a Pauper Battle Box of 5-15 Commons-only decks to play against each other.
It makes MtG into more of a board game where every player doesn't have to have their own financial buy-in, it lets you pretty easily regulate the balance of the "meta," the cost isn't very high, and you can actually represent a surprisingly wide variety of archetypes and playstyles.
Granted, I'm a little biased because Pauper is also the closest format to the game that hooked me as a kid, but I made my box as a side-project when I was mostly playing Standard and retail draft, but it's turned into my most-played format.
