Since Nicol Bolas is the big, bad guy these days in Magic. I was wondering if another Tetsuo Umezawa card will be made soon. Since he defeated Nicol Bolas, I would think his card would be amazingly powerful right? As powerful as the Emrakul at least? I was reading the stories and it seems he just disappeared. I'd be really interested in seeing another cool Tetsuo card.
If they did make another Tetsuo Umezawa, what does everyone think he would be?

Will he be a 15/15? No, because his defeat of Bolas involved lots of extenuating circumstances and he was just an ordinary mortal man, which leads into...
Will he ever be printed in a Standard level product again? No, as the story, at least at this point in time, is linear and there's no jumping backwards in time. It's now the 4600s AR (iirc) and Bolas's tenure as Madaran Emperor and Tetsuo's lifetime was in the 4100s.

I didn't know how Tetsuo fit in the timeline exactly. Thanks! I guess maybe he would just be a 3/3 or something with some very powerful abilities then? I would love to see him in a Commander set! I wonder if he is still alive then (maybe extending his life through some magical means via mana or something)? If so I imagine Nicol Bolas' priority would be to get vengeance on him.

Too strong? Too weak? How would you make his card?
Beyond broken. 4-mana 4/4, protection from half the cards in the game, that can exile anything for 3 mana (not even a tap ability!) at instant speed, and even if someone does pull our spot removal or a sweeper to kill him, he can flicker away to protect himself. Oh, and as far as commander is concerned, he's in the colors for counterspells and reanimation, even if he were killed.
Tetsuo defeated Nicol Bolas by casting Meteor Hammer to destroy the Imperial Shrine, without which Nicol Bolas was forced out of Dominaria. Sounds to me like he might be capable of destroying an artifact and bouncing a creature or planeswalker.
The original Tetsuo Umezawa, was as you can see, a 3/3 for a grixis, which wasn't as easy a color combo to put together back then as it is now. His activated ability was expensive but powerful, his static ability was both boon and bane, and legend super-type back then was more bane than boon.
I think if we were to get a new Tetsuo, he would have to be a legendary spirit who could fetch equipment but not use them, and exile PWs at sorcery speed for a high activated cost. I think his P/T should reflect his new undead status too, maybe 2/5 or 1/6.
As for a return to Kamigawa, i have mixed emotions. Champions had a lot of great rares but most of the rest of the set was garbage. Betrayers had cool flavor but made almost no lasting impact on the game. Saviours was the one solid set in the block, and it was small. Overall the block had cool flavor but was underpowered, and looked even worse sandwiched as it was between two MONSTER blocks in Mirrodin and City of Guilds. Hopefully if we return, it'll have good commons and better mechanics than Sweeps and Ninjutsu.

He's pretty OK as printed. I mean, 3/3 for 3 with pay 3, tap destroy target attacking or blocking creature is a limited all-star. Add in protection from Auras and you have a pretty faithful recreation.
Something like this? I kinda like it, although I think making the exile cost a little higher (add one colorless to match his casting cost maybe?) would be more balanced. Although one could make the argument of have a 3 color ability is already a restrictive as it is. Just my $0.02.

We do not need to go back in time for Tetsuo Umezawa. Most simply, he could just be a spirit. He could have also been resurrected. He could have also been swept up in the timey wimey stuff from Time Spiral and deposited closer to the present day. He could have a magic item that gives himn extended life. He could be a Planeswalker. I mean there are lots of ways to move Umezawa to the present.
A creature for 4 CMC that can exile permanents (not even nonland!) should definitely not also be able to protect itself, and double-definitely not be able to also search for equipment.
I get why you're trying to exile target permanent ~ you want him to be able to beat Bolas as he canonically does. However, "exile target permanent" is not even Grixis color, it's WB.
Frankly it never made much sense that Umezawa himself was in Grixis colors. Legends was really weird about creature colors sometimes, and Tetsuo comes from a point in Magic where the colors weren't so well-defined. I confess I've never actually read the books, but his original card is definitively White-Black in its mechanics: White likes hurting target attacking-or-blocking creature (and an attacking creature is usually tapped), Black likes destroying tapped creatures, protection from auras is pretty bizarre, but probably also White.
The MTG wiki says he's a master of all the Grixis colors of magic, but also that he was torn between his honor and his loyalty to his liege, Nicol Bolas, which seems closer to White than to any Grixis color. If we look at the actual Alara shard of Grixis, which is from a time when Magic's colors were better defined, Tetsuo definitely does not fit in.
Alternatively we could say that our new card represents Tetsuo after he decided to stand against Bolas, while his original card represents his time under the Elder dragon, and choose his colors based upon his character traits rather than his specific abilities (which I think might not even be canonical anymore? I know a lot of the old pre-mending stuff is iffy).

It's not a perfect one-to-one, and it could definitely use some work, but it captures his character and one of his most important actions.
Again, not having read the book I'm not sure if WBR or WUR is a better color choice for him post-bolas. I went with the former because it fits his ability better, but a WUR version might instead sacrifice the equipment to just deal damage equal to the equipment's CMC to target creature or planeswalker, but then also have a self-blink effect (for maybe 1WU) that represents him escaping into the meditation plane to enable the Meteor Hammer spell. He should then cost more for being a repeatable value engine with a form of self-protection.

From what I gather in the books, I feel the same way you do and am unsure if his abilities/powers/magic fits perfectly. As great a set as Legends was, I personally think the colors for most of the Legendary creatures is a bit off. I would say that white replacing black is probably the closest to what matches the characters powers/abilities/magic and I feel your second iteration of Tetsuo feels more true to the character based upon the lore I've read. Although if it were up to me I would probably reduce his casting cost to be 1WUR since I think having a cmc of 5 makes him significantly less effective.

Note: Tetsuo Umezawa doesn't have protection from Auras. Rather, he can't be the target of Aura spells. The only other card with a similar ability is Bartel Runeaxe, while you can see "protection from enchantments" (not just Auras) on Azorius First-Wing, Polis Crusher, and Tattoo Ward.
So, of these 5 cards that protect from enchantments, two are white, two are blue, two are black, three are red, and two are green.
(Then there's hexproof/shroud, which are supersets of Tetsuo's anti-enchantment ability, and are primary/secondary/tertiary in blue/green/white.)

Maybe turn him into a 3/4 and having him tap to exile a permanent would be better. Also remove the protections from his colors.
