I finally found the thread again through a Google search (weird) and there it is. Took me eerr 15 hours and lots and lots of searching to find it though.
Oh... to save someone the trouble.
I guess it's when an LGS sets up a fake tournament with fake players with registered DCI numbers to snag the prizes for themselves or rack up points for their cronie pals.
I haven't a clue what Phantom events are. Why don't you keep the cards?

Phantom limited events have a much lower entry fee than a normal equivalent limited event where you get to keep your pulls.
There's a guy at work who runs phantom drafts in paper every so often with no entry fee at all. He buys a box and uses the event to open the packs in a way that's more entertaining than just opening then.
Besides Standard being kind of crummy, what about card theft? Is that not a thing?
Do they work towards your DCI points?
If you're talking about the guy at my work, it's not a sanctioned event, so no DCI points. As for theft, I mean it's 8 people in a single room that work together. Stealing cards from the guy supplying them would be pretty scummy, and easily discovered. People participate because it's free, a fun time with some coworkers, and for the more competitive players, it's draft practice.
Most phantom events are on MTGO, though, so not taking the cards is pretty easy to enforce.

Best way to open a box. It's also a nice change of pace to draft while completely ignoring value. That doesn't happen too often in paper outside of cube and high level play.
