This, right here? That isn't good for some laughs, this is the sort of thing that's good for nightmares. I got chills just reading it even knowing that they'd never, ever, ever make this card. Probably. MaRo would justify it as being "philosophically Blue" if they did ever make it, though.
That seems rather balanced though. I mean, Omniscience is ten mana and it affects so many more spelltypes. Right there having that enchantment only work on instants makes it worth at least only a sixth of omniscience. And the fact that it is symmetrical means that part cannot e overpowered.
Then we hae the creature flash. Well Leyline of Anticipation costs twice as much but it also affectsso many more kinds of spells. Let's say this affects only a sixth of the spells again (creature, enchantment, instant, sorcery, planeswalker, artifact).
That means that the leyline-effect is worth 1/3 of a mana and the omniscience effect is worth at most 10/6 mana (1,66) but probably a lot less since it is symmetrical and even more restricted, so lets say it's worth 1 mana to be generous.
That means we have 1,33 mana worth of effects (at most) but they are bundled together so they should cost a bt mroe for the carsaving. 2cmc sounds perfectly reasonable.
T1 2/2 flyer who screws up mana for everyone (except the white players) till late? Oh and we get a potential mana gain when played at T3+ if the opponent is tapped out? 5 mana T3, here I come!
It actually doesn't mess with the mana whatsoever. It only makes the lands white instead of colourless, it doesn't do anything to their abilities or types.

It's interesting to see the patterns in the model this thing is using. It seems to actually be pretty good at the color pie, generally speaking, but there are a few quirks that keep coming up. Like thinking the library is a type of permanent.

Other things I've noticed include: It seems to like attaching Equipment to things a lot more often than the overall card pool would suggest; it seems to like really specific targeting requirements ("Two target untapped Birds with toughness 2 or more"); and it seems to like spitting out weirdly templated effects (like giving all of a type of permanent a static ability that affects all of something else) or just plain useless or redundant ones (When this blue creature deals combat damage, an opponent may pay a cost. If they do, this creature is blue until end of turn.)
Other ones I'm more willing to forgive the model for. It's figured out the usual cost structure for loyalty abilities but doesn't seem to get what makes an ultimate worth using, but there probably aren't enough planeswalkers printed to give a model a reasonable chance at getting that sort of pattern. Balancing costs is probably a tricky one too, though it's always amusing to see a land with an ability like "2, T: Add 1 to your mana pool."
