I almost feel like there should be a format similar to Commander in the sense that it is more or less casual but using the modern rulings of a 60-card deck, with multiples allowed.
What I mean by a flavour/lore deck is for instance a Dimir deck that only uses cards from original Rav and RTR blocks, and then mostly guild-aligned cards or a mono-white Kithkin deck using cards only from Lorwyn and Shadowmoor blocks. Not optimal or competitive compared to Modern decks but still built to win out of the cards available in the "flavour pool".
Sure you can just build whatever you want and call it a modern deck but in that format you'd be utterly crushed in a few turns. Kitchen table is sort-of the place of it but even then it's hard to find a similar-minded opponent.
EDH is great because you can build sub-optimal flavour decks but the lack of multiples of the same card and the deck sizes are what turn me off. It'd be a welcome addition, in my opinion, to have a 60-card deck format with an emphasis on flavour/lore/tribe/factions/guilds/what have you. You could call it Frontlines or something that evokes a sense of a skirmish between two organized forces, so when someone says to you "do you have a frontlines deck?" you know exactly what they're talking about; a flavour-centric, built-to-win but for a casual format deck.
To me the lore is a huge part of why I play and collect MTG. Competitive formats and EDH are too ragtag and mishmash lore-wise, and so given the choice I prefer playing limited anyway. The only concern is whether enough people have any interest in running low-power lore decks...And that is something I'd like to try and gauge.
I think that if you have a group of friends or people at your lgs who would play this, you guys can play there. you can use proxies if you wish if $ is the problem.
Ultimately, there is no formal format/location you can play at.

I am trying to get better at making decks. I have had trouble creating more competitive decks as I only really build with the cards I have. I dont have that many value cards, in function or expense. I (almost) never play at FNM type events so its not like im playing against $2k decks. If I do usally play at one, Its a draft or limited game. Any advice on building decks is greatly supported! DMs are appreciated.

You could do something like block constructed where the block is your cube. Then you control the power level and can have whatever tribal synergies you like. Cubes don't have to be one copy per card.
I build a pool of Ravnica decks, one for each guild.
For these I gave myself deckbuilding restrictions:
- Only cards from the blocks "Ravnica" and "Return to Ravnica"
- 30 cards per decks
- maximum 2 copies per rare, maxium 1 copy per Mythic (exception: Shocklands can be up to 4 copies)
- One deck per guild. All cards in this deck must match the colors and the flavour of the guild. (ideally even have the symbol of the guild). This includes basic lands.
- maximum 1 guild mechanic per deck (either from Ravnica block or from Return to Ravnica)
- 1 guild leader per deck (which can be any legend from the respective guild)
- 0-1 Planeswalkers per deck (but only if matching flavourwise)
I am very pleased with the outcome.
The decks are balanced and flavourful and allow for a wide variety as they are 10 different decks which also allow for varying gamestyle. Control in UW, Aggro in WR even "Combo" (Milling) in UB.
I am using these decks only with my family, but they are perfect, because they are easy to store and transport and allow you to have a game with you, whereever you travel and no matter how long.
