our local community would like to try out a historic draft.
my friend says, he wants to buy a modern masters 1 booster box to draft, because the obvious first choice, rise of the eldrazi is really expensive.
what other draft sets are out there, that are "affordable" (lets say people would play up to triple of the price of a normal draft) and also fun.
expected value is not that important as long it's not concentrated in 1-2 cards
The return to ravnica sets are still pretty inexpensive and though not powerful, were fun to draft. Conspiracy is pretty fun as well, but that's because it was a dedicated draft set.
I hate the value trends on unopened cards: packs of Worldwake that I drafted from would be worth nearly ten times what I paid for them if they were unopened. To get maximum value out of sealed product, one is asked to leave it sealed, and therefore not enjoy it. So, most of us just crack our packs, and ignore the fact that if we'd bought and stored an unopened booster box of every set since we started, we'd have made tens of thousands of dollars by now. But enough of that...
Zendikar was an aggro crapfest. Same with gatecrash. Innistrad is the best single set draft environment I've ever played as well as many others. Not to mention the set has some money at least in liliana and snapcaster as well as foil delver, geist, and maybe some other stuff I can't remember.
Coldsnap was a trainwreck draft format. Ripple cards are just obscene or meh, depending on how people draft. So damn slow and boring too to boot. Would not recommend.
Modern masters 1 was insanely fun too, but that goes without saying. Didn't draft the 2nd one mostly because I hated how the value was skewed.

"Yawgmoth," Freyalise whispered as she set the bomb, "now you will pay for your treachery."

Very much agree. MM1 was the most fun I've had drafting by far. Not cheap but has a better chance of containing value cards than MM2 and way better all around.
1st time I have opened and been passed mostly jank (save for 3, count them, 3 Eternal Witness) and still managed to create a solid deck without a single rare card. Decks really seem to come together in that set. Took 2nd with that pile and loved every minute of it.
Return to Ravnica was the best single set draft in recent years.
If you're willing to splurge, I recommend Modern Masters 1 or Tempest as fun formats.
Do not do Coldsnap. That format was so bad that they had to do bait-and-switches for Top8 in limited events "Oh, you played Ravnica sealed for your PTQ swiss portion? WELCOME TO THE COLDSNAP DRAFT TOP EIGHT"
Just got to say, you've definitely earned distinction as an MTGS hero

Because he's the hero MTGS deserves, and the one it needs right now. So we'll global him. Because he can take it. Because he's not just our hero. He's a silent guardian, a watchful protector. An expired rascal.

ExpiredRascals you sir are a god-like hero.

ER is a masterful god who cannot be beaten in any endeavour.
Khans of Tarkir. You can still get a box between $100-$110 with an average of three fetch lands as rare-slot value.
I second this. Triple-Khans is my favourite draft format. Every draft I'd prioritize bombs, (good) morphs, and dual lands, and not lose a single match with my 4 or 5-colour morph deck (with 8-15 dual lands). The Abzan 4/4 Lifelink was nuts in that format.

Zendikar was really fun, and it's not as expensive as the other sets in the block, but it's still pretty pricey. It's full of cheap beaters, efficient removal, great finishers, some control elements, and even its very own Baneslayer Angel. It's almost like drafting Legacy.
