I want a card that will let me choose a card in MY graveyard, exile it, and do damage/drain A PLAYER equal to that card's converted mana cost.

Is there a card that will do this? I do not think there is but I thought I would ask here before moving on.

If not, is there anything close to this?

Preferably in red, black, or an artifact.

Dread Defiler is a recent example. You can probably find more by searching using key words from that card's text.

This is all cards that care about an exiled card's mana cost. This is a slightly different way of phrasing it that gives different results (removes the requirement for checking cmc). In short, the answer to your question is no, such a card doesn't exist (and yes, Dread Defiler seems to be the closest idea). If you remove the exiled requirement, there's plenty of cards that care about cmc to deal damage.
