Judge foil Lightning Bolt is my own favourite. Perfectly reminds me of 20+ years of gaming. Other cool ones are the Unhinged foils with something added into the foiling, like Richard Gardfield's signature on the R.G. Ph.D. card, or a giant foil question mark on Question Elemental. I also have a playset of foil Infernal spawn of Infernal Spawn of Evils just because.
I also like older foils for some reason. Foils from Urza's Legacy and Destiny sets are fairly rare, even for the commons. There are actually more copies of any single current foil rare than any Urza's foil common. My personal favourite is Raven Familiar with the older pic, not the Comm2013 art (which is not availlable as foil anyway).
The last one is the judge foil Counterspell, which reuses the Legends membership Counterspell art by Dom!. I can almost say that it's cooler than the IA art, but that would be lying. I would happily take the IA Counterspell as foil and forget about this one. Yet this is one of the rarest judge foils that sees play and is not totally out of budget for most players. (It' was printed at 2000, the same year as judge ]card]Vampiric Tutor[/card], but sent out to some group of judges (I never received one, so it wasn't sent to all LvL 1 judges at least, but I got one as judge compensation at a GP in 2001 if I remember correctly.)

Marrow Shards for me: the high contrast of Raymond Swanland's art really lends itself well to foiling AND you get Elesh Norn looking all badass. Bloodfire Expert and his promo Devil's Play also warrant honourable mentions.
I'm trying to get every WB card in foil (if available), and this is one I've been unable to get hold of yet. Those stained glass wings must look spectacular.
Just looking through my collection and in no particular order, I really like FTV Akroma, Angel of Fury, Mirror Entity promo Overbeing of Myth, Dragonlord Kolaghan, Nivix Cyclops, Electrolyze, Nivix Guildmage, pack foil Thunderbreak Regent, pack foil Disdainful Stroke, and Flames of the Firebrand.

If we're including effect, It's gotta be Super Secret Tech. Not only is the foil version the only version, but it makes all your other foils better.
