i don't really know cards from that period as i usually look for really old historically significant cards or just keep up with the current standard, but this question really made me think.
we are talking if the base for modern would be +/- 1-2 core sets + the story-line sets later or earlier.
would there be some instant-staples, silver bullets for current decks, some current very good cards being rendered obsolete by strictly better cards?
i have read that when they established modern the main factor was only the card frame?
The card frame was not why the decided to make Modern. They wanted to make a non rotating format similar to Extended. They where initially thinking of going back as far as Mercadian Masques since that was the first block without any card from the reserved list. However it looks awkward when mixing old frame and new frame, so they decided it was best that the starting point be the new frames forward as it is a better visual reference.
I don't think it really could have started after the new frame. It wouldn't have made sense to have some of the new frame sets in and not others.

2. New Card Frame
3. Introduction of Planeswalkers (Lorwyn)
4. Advent of Mythic Rares (Alara)
5. Change in Core Set philosophy (M10)
The new card frame delineation made for a good visible reminder. However with some cards already only existing in old frames as time shifted Time Spiral cards, and then future reprints in supplemental products of non-modern legal cards, maybe it would have made more sense to have gone with Lorwyn, Alara, or M10...
i understand, but i am also interested about specific cards too. (like the previously mentioned Blood Moon)

As the whole point of creating Modern was to have a non-rotating format without cards on the reserved list, Mercadian Masques would be the earliest possible starting point.
They could also have included Fourth Edition, Fifth Edition and Sixth Edition--basically, core sets from Fourth Edition forward, and expansions from Mercadian Masques forward.

Just including 7th edition makes Modern seriously different. The blue cards alone from 7th are hugely impactful. As much as I like playing Control, I am not sure that 7th feels like it has much in common (in spirit) with 8th on, so it might not be as cohesive feeling. I have a lot of nostalgia for the sets that were in Standard when I started playing (Odyssey and Onslaught blocks), but I also played Overextended when it was first being tested and I didn't like it at all, so I am happy with Modern.
Counterspell would be so nice in modern, being UU, i don't think it would be staple 4-of outside of mono-blue decks, or decks with heavy blue support
i think Brainstorm would get insta-banned?
