If you have a local store that does a lot of drafting, you can probably get such sets there. Competitive draft players tend to leave behind all their commons and most of their uncommons and the stores can just take them, build the 4x sets and sell them.
I know Channel Fireball sells the common/uncommon sets (for DTK its 7.99). You can easily buy 4 of them. As of this post they claim to have 46 sets in stock.
