I'm assuming there's nothing keeping them from doing this, and it would be pretty cool if they did since it has some great art. In the past they have printed promotional foil versions of original beta lands, Ice Age, and Urza's Saga. Basically we are only missing Mirage art as foil, since some Tempest land art was later reprinted.
Not really sure how they would be released, though. The other foil sets I mentioned were part of the Arena program which isn't around anymore.
There's nothing in the Official Reprint Policy (which is the document with the Reserve List) preventing this.
But, WotC would incur expenses as they do not own the art but have licensed it on old sets.
Mirage was actually the first set that had art commissioned using the current scheme, where the artist is paid a flat rate for the art & doesn't get royalties per card printed. Mirage art could be & is still frequently reprinted (see Pacifism's many printings with the Mirage art up to M14) without incurring additional cost to WotC.
Sadly, what they can't do is complete the Arena Beta art cycle, because those would trigger royalty payments.

I'll add my voice to praising this idea. Having the Mirage lands in old frame foils would make me very happy and I wouldn't mind them in modern frames much either. Some of the arts are so beautiful that I keep using them still over most other regular lands.
Interesting. The original reprint policy included text that prevented pre-Mercadian Masques cards being reprinted in black border with the original art (which is why 7th edition had so much new art; because the foils were black border). The rationale was 'to keep original printings special'.
This text appears to have gone away, so that's a barrier gone now, especially if I'm wrong on the art royalties issue.
I'd *love* to see this done. Old frame but modified to have the authenticity hologram would be ideal, IMO, others may disagree with that.
Are you getting confused with the old reprint policy of everything that got reprinted with a white border in the core set had to first be printed in black border? that was the reason for renaissance in french and German before 4th edition got printed withe stuff from antiquities that had never been printed in those languages.
