As a precon collector, the worst thing that could happen is buying a precon and it is the wrong deck. If it is missing a card, I just save the trouble and use up 25 cents for a single card, but when the entire deck is missing, that is, it is the wrong deck, then there is some trouble here, and there is no way I would shell out more cash for it. This is even worse when it comes to Duel Decks, Commander Decks, Modern event decks, etc. that have cards with their own expansion symbols and finding a replacement, or should I say, buying the missing card is a lot harder than just buying a missing card for an intro pack or event deck.
Some LGS do not give you receipts. I know one does, but it just gives to total amount that I paid rather than the individual amount of each product. If a store does not give receipts, and WOTC asks for receipts to prove the product is defective, how the heck do I replace the product?
What about shipping? If you have a defective product, how will WOTC compensate for shipping costs?
Let's take commander decks. They come in sets of 5 which means there is a higher liklihood that there will be a wrong deck packaged compared to the Modern event deck. I checked the shipping rates to ship a defective commander deck, using estimated dimensions and weight. (I used to be able to find the weight and dimensions until WOTC changed their WPN website). So to replace a commander deck, I would have to pay 8 bucks to ship from central Canada to Washington state.
So I ask you this. Does WOTC compensate you accordingly for their mistake if you have to pay certain amount of shipping fees, or does WOTC just give you a booster for your troubles and every gets one booster no matter where they live, or no matter what product was defective?
I checked Canada Post, and for me, the cheapest shipping rate is $8 to ship to Washington state. So if I get a booster for the trouble, it means that I would lose $4, assuming a booster costs $4, from a manufacturing error that I didn't have any part in.
I think they have a system where you post them the defective product with a description of the defect and they'll send you a replacement. Ask on the main site or hit up MaRo's tumblr.

"Dear Wizards, despite paying the requisite mana cost and the spell resolving uncountered, Victim of the Night did not destroy my ex wife. It seems this so-called "Magic" is completely ineffective..."
I opened a pack with 11 or 12 cards in it. It had a bulk rare but was missing the land, ad card and some commons 1 or 2 uncommons. Emailed wizards customer support and they wanted me to mail back a receipt, the pack some form or whatever. I just decided to "eat" the loss and figure meh. It was m14 so it was probably just jank anyways. And the $1 I spent sending the pack back would be better spent getting a play set of something usable.

Dear Nakhla,
Our records indicate that your ex-wife was a zombie in bed. The cards explicitly state in the terms and conditions that the particular spell you aimed to cast did not affect creatures with the zombie super type. In bed or otherwise.
