1. Most of the cards you'd probably want are on the reserve list.
2. Most players don't care about cards that aren't legal in official formats.
3. If it's just casual, and you don't care about legality, then why not just proxy?

I own some CE stuff including duals, wrath of god, and sol rings for EDH. CE create issues for people as the old ones can be rebacked and sold as beta fakes. That's not so great.
I would not mind an alternate art set of CE type cards.

With the printing capabilities that most people (or their friends) have available in their homes today, you can easily print up some very high quality proxies for a hell of a lot less than Wizards would charge you, and in so doing be sure that the cards you get are exactly the ones you need for your casual kitchen-table playgroup, cube, or whatever.
There's a lot of resources on the internet that show how you can make and print some very nice looking proxies at a fairly low cost. That sort of tech wasn't so readily available when they did the last CE.
The reserve list has no effect on an other collectors edition type set. The reserved list only prevents them from printing tournament legal cards. They could have the gold border or square cards with gold border on the back and not infringe the list in anyway. So the set could have power 9 in it if they wanted. I think it would be nice if they did make one.

I had understood that it had been stated this was against the spirit of the reserved list and were no longer going to do this. Example being the oversized Sliver Queen from the Premium Deck Series.

No, the issues was mainly caused by mox diamond, and Phyrexian Negator. If we look at this from the reprint policy page. I bolded the important parts.

Non-English Cards
The reprint policy applies to both English and non-English cards.
Virtual Cards
This reprint policy only applies to physical, printed cards. It does not apply to cards released on Magic: The Gathering Online or in any other digital distribution.
Tournament Legality
All policies described in this document apply only to tournament-legal Magic cards.
Premium Cards
A previous version of this policy allowed premium versions of cards on the reserved list to be printed. Starting in 2011, no cards on the reserved list will be printed in either premium or non-premium form.
Special-Purpose Reprints
Wizards of the Coast may print special versions of cards not meant for regular game play, such as oversized cards.
We can get another Collectors Edition. I suggested they print the up an coming set on MTGO that will have the power 9 and other old cards in it. Just print the set with all the cards, but anything on the reserved list, they just print them like cards from the old CE (with gold boarders).
This way you get a set wizards can make money off, people can get old cards for casual play, and some cards for tournament play (stuff that might be playable). Plus it would be a lot of fun to draft all that stuff in person.
